Freddy Guevara

Freddy Guevara is a democratic leader, researcher, and former Vice President of the Venezuelan Parliament, working at the intersection of democratic resilience and civil resistance under authoritarian pressure. He currently serves with the World Liberty Congress and at the Nonviolent Action Lab at the Ash Center for Democratic Governance and Innovation at Harvard Kennedy School, where he co-leads a global initiative to update strategies for countering authoritarianism. Guevara played a key role in the democratic opposition to the Maduro regime and has been subject to political persecution, including imprisonment and exile. He continues to support democratic efforts in Venezuela. His current work focuses on how democratic actors learn, adapt, and coordinate in increasingly restrictive environments. Bringing together academics, practitioners, and frontline leaders, he examines why authoritarian regimes are becoming more resilient and how cross-national learning can strengthen democratic resistance. Guevara holds a Master’s in Public Administration from Harvard Kennedy School and is a recipient of the Ford Foundation Mason Fellowship.
