
Ingunn Trosholmen will assume the role of Managing Director from January 1, 2026. She joins WEXFO from her current position as State Secretary at the Office of the Prime Minister of Norway.
Trosholmen will lead the organization’s strategic development and international outreach, with a strong focus on promoting freedom of expression both locally and globally. She emphasizes the fundamental importance of this right:
“Freedom of expression is the foundation that enables all the other liberties we hold dear. Without words, criticism, and the exchange of ideas, we cannot safeguard those rights. Without it, the right to life may be violated without resistance, abuses of power may go unchecked, freedom of religion may be stripped away, and the freedom of association may lose its significance. In short, without freedom of expression, the individual is deprived of freedom itself.”
Chair of the WEXFO Board, Mads Nygaard, emphasizes Trosholmen’s strong qualifications for the role:
“Trosholmen has a highly relevant background and expertise, which makes her particularly well-suited to lead WEXFO into the future. Furthermore, she is an experienced and highly qualified leader who will be able to support and strengthen our team and efforts.”
Trosholmen brings extensive political and organizational experience to WEXFO. Before serving as State Secretary for the Prime Minister, she was Mayor of Lillehammer Municipality (2019–2023). Her previous roles include International Coordinator at Oppland County Municipality and General Manager at the Nansen Peace Center, as well as Deputy Mayor in both Øyer and Lillehammer municipalities. She is a trained teacher and holds a degree in social sciences from the Inland Norway University of Applied Sciences. Additionally, she has served on the Norwegian Labour Party’s central international committee.
